Replacement drive not detected and removed drives still detected

I have a failed drive in my 10 by 10TB RAIDZ2 pool. I've had failed drives before and replacement was easy. Offline disk in GUI, physically replace disk, replace disk in pool in GUI and wait for resilvering. However, now I can't "offline" the disk in TrueNAS-13.0-U6.1 for some reason. So I put the replacement drive in so I can use the replace_disk.py script and the new disk doesn't show in the GUI. It lights up and spins but nothing in the GUI. Listing drives in cli before and after plugging in the new drive shows no changes. Even physically removing the failed drive and it still shows up in the GUI and gpart, glabel status, and camcontrol devlist outputs. New and failed drives are 10TB HGST HUH721010AL5200 drives.

No clue what to do now.
