Recursive Permission Problem in Windows

Share a data set with SMB to a user (recursive is selected), it is no problem to run the bat file with Windows system, but if I copy it into a bat (another folder) or decompress a compressed package, it shows that there is no permission to access , and then reset the recursion again and it will work again, how can I solve it?
