Plugins Not Turning On after uploading pbi file Freenas 8.3.1 Release p2 x86

After I uploaded the pbi file and set the jail and software folders plugins still don't turn on. It says "The service could not be started". I am loading FreeNAS from a 16gb USB. Looking in the software and jail folder it looks like the pbi file added what I am assuming to be the correct files. Does anyone have any suggestions? I am sure I have the correct pbi file.
