Owncloud file access

I have owncloud running, I have created and logged in as Admin.

I am unable to create a new folder/file through owncloud.

I want to be able to link my other datasets over into my owncloud folder so owncloud access the same data the same or similar to the way I access the files now through cifs and windows browser.

It doesn't work that way. You don't link datasets and such that way. You use the owncloud client (or webpage) to upload and download files. You don't just 'add them' that way as Owncloud keeps a database of its files.
