not showing the drives even when hotplug is detected. SAS controller

I must be missing something cause it doesn't make sense to me.

I bought a
HP Proliant DL380p G8 Server 2x E5-2660 2.2ghz 16-Cores / 8GB / P420 / 2x 460w
and have 4TB Seagate Barracuda ST4000LM024 2.5" SATA III Hard Drive HDD 15mm Server X8 installed in it.
i got New HP G8 Gen8 SFF 2.5" HDD Tray Caddy 651699 DL380p DL388 DL360p 651687-001 X8 as well. they lit up when i installed them.

So i disconnected the cd drive and installed a leftover SSD I had laying around. installed truenas core on it and it came up with no other drives showing.
Next, I wanted to make sure everything was connected correctly so I pulled one of the bays and it showed disconnected and reconnected. I did some reading and I saw some people say that the embedded controller doesn't play nice with truenas cause it doesn't give direct access.

so with that thought in mind, I went and bought
SATA/SAS Array Card PCI-E X8 6Gb/s Internal 6 Gbps SAS/SATA Ports Controller RAID Card for LSI 9260-8i /IBM M5015 46M0851

installed it today. and didn't help. same problem. This time I took a picture of when I remove and insert the drive in the front bay. So I don't understand what I am missing or did wrong. help please.
