New install requires reboot to add VLAN on lagg interface

I was doing a fresh install of a machine with an multi-port i350 NIC. The ports were added to a lagg interface (LACP). Once this was done I wanted to add a VLAN interface (so that I could access the web UI). However because all NIC interfaces were consumed in the lagg there was no interface to select for the VLAN (and the lagg interface was not available).

v9.2.1.6 code was installed on a USB flash drive from zipped image using dd.

Workaround: A reboot of the machine brought up the lagg interface and allowed it to be selected as the parent interface to add VLAN interfaces.
