Network access from jail and VM

I'm using TrueNAS-13.0-U2, and I want to use jail and VM.
The issue is that guests can access (ping) to the TrueNAS host, but can't access to the others.

This is network settings of the host TrueNAS core:
- interface and IP: aq0 192.168.4.4/24
- gateway: 192.168.4.1
The host can ping to gateway and global network(such as 8.8.8.8).

This is onf of the settings of VM (Ubuntu):
- Adapter Type: e1000 or VirtIO (this issue happens both of them)
- Nic to attach: aq0
- ip address: 192.168.4.13
- gateway: 192.168.4.1
Then, this VM can ping to 192.168.4.4, but cannot ping to 192.168.4.1 and 8.8.8.8.
The result of ping 192.168.4.1 returns icmp_seq=1 Destination Host Unreachable.

Does someone solve this issue?

To the honest, I'm continuing to use TrueNAS some years, and in my understanding, no special settings are required in this situation.
After I suddenly encountered this issue, I re-installed the TrueNAS, but the situation didn't change.
Please help me.

I didn't solve this issue, but I installed TrueNAS Scale instead of TrueNAS CORE and network reached.
I hope this issue will not occur on others' TrueNAS.
