Every so often I'm working on a FreeNAS machine and think "I wish I could type 'man x'" (which happens to coincide with any time I run tcpdump). USB drives are only getting larger and more and more people are using satadoms. Is there any chance FreeNAS will have man in the future?

They haven't been included due to image size issues: https://bugs.freenas.org/issues/3740, which is why a hyperlink to the online manpages was added to Help.

A while back I think I recall someone saying you could pull them in if you had enough storage space on the flash drive, does anybody know if this is indeed the case?

Although it would be ice if there could be a version that had the man pages with the larger image size available to those who want it and the smaller size image as well to those that want that.

It is not the case. There isn't enough space on the flashdrive. Don't worry, I believe manpages are coming in 9.3.
