Jails missing after reboot, 9.1.0-RELEASE-x64

This morning I upgraded version 8.3.1 to 9.1.0 via the GUI. After upgrading, I deleted the single jail previously configured from the 8.3.1 install and created two new jails. I fully configured the new jails and used them throughout the day. I then rebooted the server and upon rebooting and unlocking the ZFS volumes, my jails are now missing from the Jails -> Jails tab.

The ZFS datasets for the jails remain in the ZFS volume. The jail mount points also remain, as well as the high-level jail configuration settings. The jails themselves, though, are not visible under the Jails -> Jails tab.

I have attached screenshots with annotations. My build is FreeNAS-9.1.0-RELEASE-x64 (dff7d13).

How can I restore my jails? Any assistance is greatly appreciated. I spent a great deal of time configuring these two jails. Also note that in post #3 I found that I can no longer create jails.

I forgot to mention that the Transmission plugin I installed on one of the jails also remains in the plugins configuration after reboot. I have attached a screenshot with annotations.

If I try to create a new jail, I get the following error:

I submitted a defect: https://support.freenas.org/ticket/2512.

Long story short - when the jails reside on an encrypted ZFS dataset, the jails are not visible after the dataset is decrypted. In order the view and start the jails, the jail configuration must be re-saved (Jails -> Configuration). After re-saving the configuration, the jails magically appear. In version 8.3.1, there was an option to restart the Jails when decrypting the dataset - this functionality appears to have been removed and does not occur automatically.
