Jail numbers changing

Can someone educate me on why my jail numbers change when I reboot the server? I've created a subsonic jail with an init script that after reboots has been jail number 1,5,7,8 and 9. It makes it rather difficult to keep the init script up to date as I don't know the new jail number until after the machine finishes booting.

Pretty sure the jail numbers are created dynamically (auto-incremented) and assigned to the jails in order they are started by default, so they change around all the time.

It works pretty much the same way as SQL database unique id numbers.
