I have a network of workstation, servers, and storage that have zero access to the out side world.

The docs all seem to assume that your system is going to have internet access.

Is there a predifined dataset/folder I can create to place downloaded plugins or something I can rsync using an intermediary server?

I don’t see anything in the documents or wiki mentioning any path for dark sites.
Anyone has any hints or ideas while I go poking around would be appreciated.

So I suspect we would have this same issue with a truenas filer?

I’m not finding any information at all except where to get the plugins. So I’m assuming I’d have to create a dns redirect on the local net...

Notes that TrueNAS does not have Jails/Plugins support and also that we have many customers using TrueNAS in airgapped environments.

Oh, that's a bummer not any plugin ability...
What about a VM hypervisor, but at that point it's really not any different from our Netapps HCI?
Though glancing over Truenas, it looks as though there is not any hypervisor included on the base, which makes since.

I was hoping for something a bit simpler to manage git and maybe run a docker vm and allow anyone in the lab to get a bit creative without having to be apart of an approval process.

So either build my own... Which still needs answered: if there is a process in place in Freenas to load a plugin without reaching a repo, Create our own server, or use what we got.
