How to permit write once/read but not edit...

I was wondering if there is a way to have a folder or data set that is set up to allow a usert to write to, then read but not be able to modify the file once it is in the folder?

The reason for wanting this is that I want to have for example an 'original photos' folder. Users can add raw image files here as a untouchable original backup of pictures. If I could lock it down in the way I want it would stop users from deleting files from there that shouldn't be deleted.

This one is tricky, sticky(7) will not help, since the owner can still delete any file he or she created.
