freeze during install and boot

I can begin the boot of Freenas 8.2-release-p9 during the process freezes during the initialization of em0. The motherboard is an Intel brand DQ670WB3 that has an Intel em0 Pro/1000 chip set 7.1.9. Boot freezes at the first em0 line saying using MSI interrupt.The only boot option that works is booting in safe mode.

I can install from a safe boot to a usb drive. When I boot from the usb drive it also freezes initializing em0. I can boot in safe mode from the usb.

The problem appears to be with the boot process trying to initialize using MSI/MSIX interrupt.

The system appears to work in this format.

This usb stick boots normal successfully in a chassis using an Intel D865G motherboard with Intel Pro/1000.

The problem is, how do I configure the install to always boot in safe mode or disable the use of the MSI/MSIX interrupt during boot?
