FreeNAS server upload tanked, not sure why

I have a very weird issue going on. I can't get my server to transmit data more then about 40mbps on a gigabit lan, and it wont send out to the internet from my testing more than 4mbps. I have a 4port intel nic card with the igb driver, moved it to another slot, tried other cables, put an em driver intel nic in there as well, same thing, also tried different switch ports. When I run the speedtest-cli client in a jail I get ~850mbps down and 4mbps up. My connection is fios gigabit, 940/880 i believe. But the issue seems isolated to my freenas server and I'm not sure why.

I see 0 errors on my nic card, nothing looks out of place. Any ideas?

More data, it seems to be limited to a jail I spun up?

I moved everything to an entire new server, hp proliant dual xeon 3ghz box, 32gb ram, little 1u, moved my LSI raid card over and nic card, usb boot drives, and just powered my sata drives off of the old tower.... booted up, speedtest giving the same results. very odd

What's the output of ifconfig within code tags? Anything in /var/log/messages when the slowdown occurs?

Thanks for the reply. I guess I should update this. Since I've posted this, Ive tested on 3 different servers and I'm getting the same result across the board. Totally fresh installs, different hardware, etc. My best guess is the speedtest-cli app has as bug or one of its deps has a bug and its showing as an upload speed around 4mbps. I've had it spike to 17 once and on retest it was back to 4. And thats consistent across the board. Yesterday I was able to test uploading something to a server on the internet a friend of mine gave me access to. I was able to upload at well over 4mbps, probably closer to a few 400-500mbps I dont remember the exact number right now.

TL;DR flawed app/testing method. But anyone else relying on speedtest-cli may want to take the results with a grain of salt.
