This is a logical continuation from the 9.3 series and, as such, does not have "RELEASE" per-se but may be found in http://download.freenas.org/latest and on the update.freenas.org web server on the 9.3-STABLE train.
The reason for the point release was simply because enough stuff has changed that we thought it time to increment the minor version in order to denote that we've now reached a point of stability and bug fix quality that merits a small permutation of the naming (we have also put some foundation technologies in place, like a substantially rewritten replicator and better support for iXsystems' TrueNAS product, which the 9.3.1 name makes easier for us to keep straight).
NOTE: We also took the opportunity to update the LSI driver to v20, which has been the "currently shipping version" from LSI/Avago for some time now and has also been the driver version in FreeNAS 9.3-Nightlies for months, we were just giving it a really long "soak cycle" before merging it. If you get a Firmware version mismatch alert, that's because we've finally moved off of (the ancient and hard to find) v16 driver.
