Hi everybody )

So... problem:

FreeNAS 9.3
Driver: HP ups 4 Various (SNMP mode) HP UPS Management Module (snmp-ups)

After start have following:

Your issue is a common one that is shared by many users.
I have not seen examples of an HP unit being used before,
but can say, the driver you have shown in the screen shot
may not be the one that ends up working for you.
My first suggestion is to try plugging in your UPS data
cable to another USB2.0 primary port on your motherboard.
Some times this simple act fixes the issue, some times it does not.
If the issue continues, try a different driver.

As i understand, upsc takes data from UPS and then upsmon just perform necessary actions (shutdown e.t.c)

I think if SNMP communication is working (upcs see ups) - everything ok with driver, isn't it?
May be problem in communications inside NUT between upcs and upsmon? Or am i wrong?

That has been the case for most users, the server shuts down (as it's configured to do) when power is lost, even though the
log indicates a problem of some issue. The log problem finally beat me down to the point that I ended up configuring the
FreeNAS as a slave and hooked the USB cable to my pfSense firewall box, it does a bang up job as master as I had several outages
and everythings works just as it should.
A lot of bugs have been filed, but afaik, the FreeNAS Devs say this is a NUT problem and can't yet be fixed on the FreeNAS end of things.
