Dataset exclusion and empty snapshots not working in 11.3

Upgraded from 11.2-U7 to 11.3 release, and am unable to exclude child datasets from snapshots. Also, I unchecked the option to "Allow taking empty snapshots" but I'm still getting empty snapshots. Double checked settings in a fresh version of FreeNAS loaded on a VM and it does work there as expected. I also destroyed and recreated my test pool - made no difference.

I'm seeing a similar issue but with exclusion from replication.

I've two child datasets I setup for exclusion using the string (I assume commas are allowed just as with periodic exclusions? The tip doesn't mention it for replication exclusion?)

Code:

tank/backups,tank/media/rips

Snapshots are generated using two recursive periodic snapshot tasks with 1y and 2w retention periods of tank/

The exclude string was set in the replication task and configured to transfer the two periodic snapshot tasks' snapshots.

After running the replication task manually, the backups and rips child dataset snapshots were still replicated over.
