chmod usb device?

Hello. I was wondering how to chmod a usb device automatically when it is plugged in? I have a device that I am using in a jail and when I go to run my program I have to su in order to access it. I would like it to run for the account that is setup and not root. Thank you very much.

Thanks a lot for the documentation. What I have is not a storage device. I am attempting to run a home automation server from a jail and the USB IO device is on ugen2.2. When I run my program as root everything works fine. When I try to run it as the operator it fails. How do I change the permissions of the device? Does that just involve changing the devfs.rules file?
