Cannot stop Jails or Plugins

I cannot stop or delete any jails or plugins.

plugins will stop and immediately restart.

if i try to delete the Jail it tells me the plugin must be stopped first or use -f to force the delete.

I've tried ssh into the plugin and issue the command shutdown -h now with no luck as well. is their a command line i can issue to stop the plugin and delete it along with the jail.
