"No available plugins services"

So I have an odd issue. Between having a plugin fail to and install and after I moved my jails. The installed plugs say "No available plugins services". However, the jails & the previous plugins run fin but are not listed in the plugs nor can be turned on or off. I follow the simple steps listed shutdown plugs, stop jails, to snapshot, zfs send / received, update the jail config ive used serveral times before but this is the the first time Ive had this issue. Is there anyway to correct this within the GUI?
