So I upgraded to 9.3 and loaded my old configuration. Everything works on the server but I cannot get to the freenas via web Gui. I reinstalled everything a fresh and it works fine. When I upload my configuration same issue happens. I thought it may be corrupted configuration so I re did everything again and used an old saved configuration and same issue. I am not sure what else to do?

Double check that there is no typo in your text and that you didn't change something else..... If not, well I don't know.

I upgraded from 9.2 to 9.3

I started from scratch and no longer get "missing" but the IP still will not load the freenas web gui

What web browser are you using?
If you restart fresh, make sure your are using the HTTP rather than HTTPS.
The browser may try to connect with the old connection in HTTPS but Freenas will only respond to HTTP until properly setup. Issues with certificates.
Clear the cache for that particular IP and try again.
It is also possible you are using add-ins that are blocking you.
Disable them or try a different browser and see if you can connect.

I assumed it was 9.2. What I meant was 9.2.1.1? 9.2.1.2? Or what?

Also, if you started 9.3 fresh. You do realize it was more than likely assigned a different ip and is NOT at the previous address?
