Can i run iSpy surveillance software in a plugin/jail?

I'm currently running this open-source software with my webcams: https://www.ispyconnect.com/ and I'd like to run it as a plugin but I followed these directions ( https://forums.freenas.org/index.php?threads/zoneminder-on-freenas.14463/page-2#post-142981 ) and it said "permission denied" when I tried to install Apache. I was logged in as root.

I wouldn't mind switching to Zoneminder or Blue Iris, but those don't seem to have any plugins either. Maybe freenas just can't handle surveillance software easily??
