ECC is best if you want to care about your data (which may be one of the reasony you selected ZFS/TrueNAS

Gaming boards are rarely a good choice. If you must use it, be sure to disable all overclocking.

ASROCK RACK may have some kind of alternative available in your part of the world.

CPU:
AMD Ryzen 3 3200G
Be sure to look up C States and Power/Cool 'n' Quiet BIOS settings in the forum and set them all off/correctly or you'll have real problems using Ryzen.

For your budget I would go for used enterprise gear. It will likely even be cheaper and work better. I hadn't looked in this direction for a long time. But finally went with an old Supermicro board (X9SRi-F), which is more than sufficient. Could be more power-efficient, but the value for money (esp. DDR3 ECC RDIMMs) is great.

Thank you sretalla & ChrisRJ for your input - I guess its back to the drawing board and scanning of ebay to find some decent used enterprise gear!
Also ChrisRJ - the links in your signature are helpful and good reading :)

Still no ECC
However whats more important is What are you looking to achieve?

I've never seen RDIMM without ECC… but RDIMM does not work with a i3-9100F.
You need (ECC) UDIMM with a i3-9100F, otherwise the build would be fine.
To use cheaper RDIMM, look for old Xeon E5 (Supermicro X9 generation) or Xeon D-1500 (X10SDV, but second-hand boards are rare).

Actually, to my surprise the i3-9100F actually supports ECC.
When I was looking for something I used bargain hardware in the UK (is there anything similar in Aus?) to get the CPU and memory from but bought the motherboard new. I used 2nd hand Xeon with an X10SRi-F (from memory). Lots of SATA ports

However the most important thing is still what do you want to achieve? According to your build list you have:
  1. 8GB RAM (absolutely bare minimum)
  2. Single NVMe to boot from - OK - not resilient - but OK as a pilot / test system
  3. Single 4TB HDD - whats the point?
