ACLs keep defaulting back to root/root, cannot set proper ownership SMB Share

I'm trying to create an ACL for a user called public_u and a group called public_group.

The dataset is public_data

ONLY this user / group should have access to this share. If I go into Shares, under "Windows (SMB) Shares", add the SMB share, and then go to ":Edit filesystem ACL" it brings up "Edit ACL"

When I change the owner to public_u, and owner group to public_group, checkmark both "Apply Owner" and "Apply Group", then select "Apply Permissions Recursively" and then save, it doesn't save the user or the group and defaults back to root/root.

What am I missing here?

Does it work with a empty dataset? Is it a folder with a lot of files? TrueNAS is creating a task (see the clipboard icon) for it. It can take a while to finish. Maybe it will show the old settings until finished?
