What is a "M" version?
I'll venture a guess that the M stands for "Milestone".

9.3 has a fairly aggressive development curve. 9.3 is going to bring significant improvements in several areas. The Milestones are to allow some separation between the different features being added, tested, and bug-fixed before moving to other areas that are slated for improvement.
