AFAIK, it's a timing issue where pages are not freed from ARC quickly enough in response to memory pressure. I'm not exactly sure what the status of this one is, exactly.

Swapping started to be an issue for several users with FreeNAS 9.10 (which did the step from FreeBSD 9.x to 10.3).

AFAICT increasing inactive memory isn't necessarily involved. At least on my system I wasn't able to see a relation between swap usage and the amount of inactive memory. The latter one never exceeded 875 MBytes on my 32 GByte system according to the Reporting graph for the last 12 months.
