Mostly correct.
1) create user account
2) For an SMB-based time machine share, create a "Windows" dataset owned by the user in (1),
3) then create an SMB share with the "time machine" checkbox checked pointing to the dataset in (2)

The credentials you set in (1) are what you will use to authenticate to the time machine share.

What is group/groups of that user?
Whatever you want. Ordinarily a user will have his own group and wouldn't need to be assigned to other groups.
Maybe must I add that user to some shared group and set permission for that dataset as nobody:shared one?
Why would you assume that? There are other applications that would call for a user to be part of one or more shared groups, but I don't see this as being one of them--assuming, of course, that each user has his own Time Machine share.

The network backup disk doe not spport the required capabilite.

People. What moments do I make not right?
I made all 3 points:
1) create user account
2) For an SMB-based time machine share, create a "Windows" dataset owned by the user in (1),
3) then create an SMB share with the "time machine" checkbox checked pointing to the dataset in (2)

In real do people still use time capsule/external disk and that moments (freenas rot tm) are as toys only?

Restart the SMB server.

I'd delete fn disk from tm, restart fn and add disk again. anyway:

ok. FreeNAS can safe my files and it's very well. Is a good thing. And time machine use with external usb disk. maybe will buy time capsule. for comfortable work.
Work on freenas with tm depend by a lot of constantly varying details as "windows registry" (perhaps)

Time Machine (over SMB) is working great on my FreeNAS. I backup 9 Macs to it. Never had an error yet. Probably you have some mistake with the setup of the Dataset and/or the Share. It is rather finicky to setup.
