wipe the system disk/format usb drive failed

I previous had freenas on the 4g thumb drive and recently upgrade to new version of freenas
FreeNAS-9.3-STABLE-201511280648 with 16g thumb drive. I want to reuse the old 4g thumb drive with fat32 format.
So far I try every method I can find online.

I try wipe the disk under freenas, it shows "input/output error"

format it under windows and Mac, not work

try under freenas
1. Login via SSH
2. sysctl kern.geom.debugflags=0×10
3. dd if=/dev/zero of=/dev/da1 bs=512 count=1
message

dd: /dev/da1: Permission denied
1+0 records in
0+0 records out
0 bytes transferred in 0.012152 secs (0 bytes/sec)

4. Log into web interface and use “View Disks” to wipe the drives in that interface
5. Create new ZFS volume including these disks.

try under windows
diskpart
regedit

none of them work.

Please help

I believe there are instructions in the manual to erase it.

I can't find it in their online HTML guide and I don't have access to my PDF version right now. You can download a PDF using the link in my signature.
