Windows: Can't wake up from sleep over network.

Windows 10 box (4790K w/AsRock H97M and onboard NIC). I use this as a workstation with a shared folder, setup as a workgroup. I replaced the failed boot SSD and re-installed W10.

After the re-install, I can no longer 1) wake my machine from sleep by opening the share on another machine, or 2) ping the machine while it is asleep. When I ping the machine while it is asleep it's "Destination host unreachable".

The NIC is set to "not let the computer turn this off". WoL is enabled in BIOS. Wake on Pattern Match is enabled.

I even tried an Intel Pro-1000 NIC I had laying around and I get the same results. All drivers are up to date.

Any ideas before I try re-installing Windows again?

In the settings for the network card itself, under "advanced", you'll have to turn on WOL there as well.
