We are using FreeNAS 8 and have multiple people logging in to local accounts. Yes I know we could use AD or LDAP for authenticaion, but we want to keep this storage separate from the rest of the computing population and prying eyes.

We have setup the users allowed to login in with a default password and want to let them login to the web gui to change their passwords. We were able to do this in FreeNAS 0.7.x, but it seems this capability has been removed or disabled.

Is there a way to let the users login and change their password via the web gui?

to answer your question, i am unaware of a way to do it through the web interface.

however, you could allow them to ssh in to a highly restricted environment and they could change their passwords there.
