Can i use the storage inside H264 CCTV DVR as my NAS (network-attached storage) and use Filezilla to access the files remotely?

Using Filezilla / FTP + FreeNAS on DVR of CCTV

That is completely dependent on your DVR. Look up what your DVR uses for storage. Then look up all of the options FreeNAS uses. If they share anything in common then there's a good chance you will be able to get it to work if you have the determination to make it work.
