Upload limit inside Jail

Build FreeNAS-9.1.1-RELEASE-x64 (a752d35)
Platform Intel(R) Xeon(R) CPU E3110 @ 3.00GHz
Memory 7145MB

I'm running the infamous ajaxplorer inside a jail serving mainly photo's to some relatives. (some as a frigging lot).
Since I have the unfortunate pleasure of living in Belgium my upload speeds are rather crappy to say the least.
Whenever someone decides to take a download from my nas remotely all my other tasks tend to become laggy/impossible.
So in order to avoid that i'd like to limit my upload speeds. (even if possible between certain hours, aka the hours i'll be home doing other stuff needing my bandwith).
It isn't possible to do that inside ajaxplorer (according to my google search) but it should be possible on the server side.
Question is how? Ideally i only like to limit outgoing transfers only not the transfers that might be going on locally.
Any suggestions on the how would be appreciated.

on a side note: i can't limit it on my router, since i don't own it i can only change basic stuff like port forwarding and thats about it.

sofar as i know it uses simple http traffic to transfer the files.
Since ftp-traffic is blocked by my work firewall and i can still access/download files its definetly not FTP
