Ubuntu 18.04 will not boot but 16.04 does

Does not boot same error:
Working Ubuntu 16.04 Desktop install upgraded too Ubuntu 18.04 Desktop
Ubuntu 18.04 Desktop Live CD Boot and Install
Ubuntu 18.04 Server Install

Boots no issues:
Ubuntu 16.04 Desktop and Server Live and Install

Already Tried:
Creating fresh VM (4 CPUs / 4GB RAM / UEFI Boot Method)
FreeNas Reboot
