I'm running bad blocks for 2 new hard drives and one test seems to be 0,0,0. while the other test is 0,HUGE,0

Does the command need to be run in each shell? OR is that a system wide command?

thanks

sysctl settings are system-wide. You should apply them as System tunables.

I had autotune turned on, but after reading it seemed not the thing to do so I removed them. Is this how it should look?

Yes, you've applied the tunable correctly.
