Why does the L2ARC report different sizes on different machines with the same hardware after a reboot? How can I deteremine the root cause?

I have two almost, nearly, quite possibly identical hardware boxes (lets just say that i haven't compared BIOS Settings).... and the L2ARC in one is reporting 112 GB the other is 87 GB.

The L2ARC is on a 120GB SSD; plugged into the 4 x SATA3 by Intel C224; the view disks both show 120GB

FreeNAS-9.10.1-U4 (ec9a7d3)
32GB ram
Intel(R) Xeon(R) CPU E3-1231 v3 @ 3.40GHz
ASRock Rack E3C224D4I-14S

ps. im new to FreeBSD, but not new to computers

The graph in that screenshot shows how much L2ARC has been used, not how large the drive is.
