I would like to run one big web server, for example on apache, so that it uses the power of 3 servers. As for virtual machines, I want to run them, for example, 100 or 200 or even more.

That product does not exist. You need to scale your application for a cloud architecture so it can run on 3 Apache instances with a load-balancer.
As for the VMs - there are a couple of offers. vSphere, OpenStack, ...

Edit: if I am not grossly mistaken TrueNAS SCALE will be able to horizontally scale a large number of containers of the docker/containerd kind. Still you will have to adapt your application to make use of such an architecture!
