Ah, but there's a reason for that: The SAS3 stuff mostly predates Avago (which bough LSI and Broadcom and took the Broadcom name), so they couldn't do such a radical change - but they did the next best thing and dropped firmware updates for the 9300 cards after P16.

Later, they still couldn't go overboard because otherwise Microchip (who bought Microsemi who bought Adaptec or something like that) would eat their lucrative SAS business.
