Restoring freenas settings from backup config

Quite frequently my freenas server has been getting shutdown inadvertently (power outages, cat hitting plug), and though I do frequent backups of the configs in freenas, when I restore I find that my plugins are all messed up. The jails will be available but I won't have access to the actual plugins, leading me to usually have to reinstall everything and reconfigure everything which can be frustrating. I've looked into things like rsync, but I was wondering, am I not restoring properly? I feel like these backup configs are kind of pointless if I have to end up reconfiguring everything. Any help would be appreciated

The next time this happens, ensure the jails are running. This is just a shot in the dark.
