is it possible to say which one PSU is better?
EVGA SuperNOVA 550 G3; PC/server power supply 550 W – Internal ATX
vs
Seasonic Prime GX-650 Fully Modular PC Power Supply 80PLUS Gold 650 Watt 80 Plus Gold

or it doesnt matter?

Well, just from wattage, the Seasonic is better. They're also generally well-respected for build quality, but EVGA isn't crappy either.

These days, it's less an issue of "better" than it is an issue of "enough." Assuming you stick to the larger, recognizable brands, most power supplies are going to be just fine for most use cases. The important part is to not only make sure that your power supply has sufficient capacity for your system, but that it will continue to be able to provide power as it ages and becomes less efficient.
