Can't answer your M2 question, but curious to know which racks you are considering...

The StarTech one seems higher quality from the reviews I have read for both, and from what I have seen so far the StarTech brand accessories cost more.

The one from Raising Electronics comes with 3 rails already, so I wouldn't have to purchase anything but the rack with the 3 included rails right now.

As I mentioned earlier: Just make sure any rack you purchase will accommodate that case you are considering... it's a full 25.5 inches deep. That was one of the primary reasons I didn't go with a rack mounted solution. All of the really decent rack mounted cases for this application are very deep. Most "consumer" grade rack hardware is not.

Are the M.2 tested hardware lists for the motherboard strictly followed?
As much as for any PCIe device, which is to say "no".
