Hello.
I am currently running freenas 10 on a r510. I am getting ready to migrate everything to a r520 and TrueNas Core.

my question has to do with Power...as in Power Failure.

I do have a quite robust UPS, but I am having issues getting it updated ...Dells management relies on an older web format that no modern browser will even LET me load. I am going to get that fixed.

What I want to know is whether there are means that I can take...or perhaps IX has already taken to mitigate the damage risk from a power blip or outage. It seems to me that it ought to be possible to limit the scale of damage.

Yes, iX has chosen to use ZFS, which is relatively robust.

Other steps:

Put your server on a UPS (yes, I know you said you did).

Don't just pull the cords, use "halt" instead.

Since an R510 and R520 are dual PSU servers, consider plugging one of the PSU's into the wall outlet while you are doing any UPS updates that might cause the UPS to, as you put it, blip.
