(NOTE: I am very new to all this freeNAS stuff)

After I finish installing from a USB and it says installation succeeded, please remove installation media nad reboot, it says NO BOOTABLE DEVICE FOUND.

Thanks

Post your hardware specs and the version of FreeNAS you are installing (eg the name of the file you downloaded). Did you use 2 USB sticks, one for the installer and one to install into?

Neither the USB stick or the RAM meet the minimum requirements for FreeNAS 9.3, which is why it failed.

Minimum RAM is 8 GB, and bare minimum USB stick capacity is 4 GB (8-16 GB is recommended). You said you put the ISO onto one 2 GB stick, but what did you install it onto?

I had it running before on the PC, with the same specs, to test it out, and I messed it up, so I formatted the hard drive, where it was installed (The HDD that was in the PC when I got it), and tried again, and then i got that error. I have 4GB ram total

First off, no bootable device generally has nothing to do with FreeNAS. That's a BIOS warning, indicating that your BIOS cannot find a bootable disk. The most likely cause of this is a messed up boot order in the BIOS.

That being said, there's a big difference between something running, and something working well. That Optiplex is well below the recommended hardware, and with only 4GB RAM you have have the required memory. Will it run? Probably. Will you run in to problems because of your hardware? Again, probably.

It sounds like you are trying to install on a hard drive. That is generally a bad idea, because it takes up the entire drive, leaving no space for storage. Most people want a USB or small SSD as their boot device.
