I have a number of PCs that connect to a TrueNAS Scale.
There are no Windows servers on the network.
I would like to be able to activate a domain controller to better manage the PCs (all Win10/11 and only one Linux) also using GPOs.

It's possible? And how?
Do I need any apps?

TrueNAS does not support acting as a domain controller. You could theoretically run a DC in a VM. For GPOs I'd recommend running Windows.

if you want to integrate TrueNAS file sharing with a Windows domain, you should run the DC outside of TrueNAS. Because chicken ... egg ...

There are no windows servers and I don't buy one just to use GPOs.
I would like to use GPO to better manage the configuration of the PCs without having to do it on each one.
For access to shared folders, the settings in TrueNAS are enough.
If I remember correctly, Samba runs a DC and AD.
If TrueNAS doesn't manage it, I can install it separately, perhaps in a DC as you suggest, and I also remember that there is an independent application to manage PCs.
