Is it safe to purchase this card on Ebay? It's surprisingly cheap for being "brand new"... it costs 2x more on retail stores in Europe...

Can you link to the eBay listing? Just having the product name doesn't really tell much. There are literally thousands of those up for sale as it is a slightly older model that is frequently available used. You will also often see what is listed as being new because it has never been used. There are many that were in inventory for sale or as spare parts but never got sold or installed. Although they are not new production, they still qualify under eBay standards as being new.

You might need to flash it with the latest IT mode firmware...

I will probably get the Dell one. One more question, I was browsing Ebay for that model and somebody wrote "these controllers need forced cooling (per LSI Logic specification, at least 200 linear feet per minute (LFPM)) to prevent them from overheating."

Is it common for these cards to overheat and should I worry about forcing the cooling?

The systems I have used this model card in are not all of the high airflow variety, but they do have consistently good airflow through the case.
