Low CPU usage with FFMPEG/TDARR

I have spun up a TDARR instance app with my TrueNAS Scale Installation. I have a dual 14 core 28 thread system for a total of 28 core 56 threads. I was previously running TDARR on a Ryzen 2700x 8 core 16 thread. When running a sample transcode to test the two systems, I am only getting about 25% CPU usage on TrueNAS. This is the same whether I enable CPU limits or not. When running on my Ryzen system, it maxes out the CPU on the same file transcode.

Is there some app limitation within TrueNAS that may be preventing apps from using more CPU?
