Can you not mirror L2ARC drives?

It's not recommended. There's no benefit.

Yeah, there's no particular reason you would want to do this, though you certainly can configure ZFS to do that.

It isn't that it's not "recommended". It's merely pointless. The data in the L2ARC already exists on your pool, so if you can afford two devices for L2ARC, you're better off using them separately and getting twice the L2ARC capacity.
