For about a week or so I have been getting these messages like everyday.

arp: 192.168.0.18 moved from 00:25:56:87:13:67 to 00:1f:16:a8:9e:ef on epair1b

The above line is repeated 70 times.

The IP address given is for my laptop, and is more or less permanently to my local network.

Should I be concerned about it.

Yes it is in the FreeNAS log.

From the list of reasons, there is no conflict of IP addresses, but my laptop's ip address of 19.168.0.18 is the WiFi assigned address. It also has a fixed ethernet IP address of 192.168.0.20.
The IP hasn't moved to a different host or NIC and Apple Bonjour is not installed.

You should not have wireless and wired connected at the same time. One or the other, not both. That is probably why you are getting errors.

No, wireless and wired are not connected at the same time, as it is 98% or 100% wired, and wireless is only used when necessary
