Do the hard drives turn off from spinning while not in use? Is there such a tuning feature in FreeNAS?
The reason of my question is that since my drives are not NAS type and I would access it ones in a awhile, perhaps some less than one time per week or less.

Yes, there is a power down function for drives. However, there is very little reason to use it. If you running plugins, jails, or whatever, the disks will never spin down as there is always activity.

As for tuning, there are tunables which allow you to change various system parameters. This is only done when absolutely necessary.
