Is adding comments to a "closed" bug sufficient to "reopen" it?

The missing drive serial number bug was alleged to have been fixed, and the bug is marked as closed -- but some users still have the problem. Will anyone take notice of additional comments, or is it necessary to file a new bug report?

No. It has to be reopened. Usually its better to open a new ticket and link to the old one as part of your summary for the ticket. ;)
