Hundreds of CPU throttling warnings

From what I can find out in a few searches what I am experiencing can be called CPU throttling.

Hundreds of warning in Scale

Processor #0x01 Asserted Throttled ().​

Processor #0x01 Deasserted Throttled ().​

The CPU is not above 70C, so I wonder if there is a way to disable these warnings or change their scope
